Strangely enough....I would respond to this sign more strongly than to a new, freshly painted sign.
I found his comment about intuitive responses before text or meaning registers to be fascinating. For example...when he contrasted the two no parking signs... I had a MUCH stronger emotional response to the one written by hand. The bold and garish writing is much more expressive than typed text. Like he said... ask yourself which sign you would be less inclined to park in front of? using that logic I am surprised that designers don't take this into account more often.
